Golden Visa Plus Non-Dom: Greece's Combined Play 2026

One Greek property can carry both the Golden Visa and the €100K non-dom flat tax: the €800K deed strategy, sequencing, 183-day pivot and family maths.

Quick answer: Buy one Greek property of €500,000 or more, take the Golden Visa on it, and hold the option to elect the €100,000 non-dom flat tax in whichever year you actually move: one deed, residency now, a 15-year tax shield on demand. An €800,000 prime-tier deed clears every test at once.

Immigration sites sell the Golden Visa and stop. Tax advisers sell the non-dom election and assume you already live in Greece. Almost nobody prices the two together, yet for a high-income family they are one decision: the same euros that buy the residence permit can pre-fund the €100,000 flat-tax regime, and the visa’s zero-stay rule lets you time the tax move to the year that suits your affairs, not the calendar of a purchase.

This guide prices the combined play as of 22 August 2026: which deed carries both files, the sequencing that preserves every option, the 183-day pivot, what a family actually pays per year, and the failure modes where the two regimes pull against each other.

Why Do the Golden Visa and Non-Dom Regime Fit Together?

The two regimes are complementary by design: the Golden Visa grants presence rights without tax consequences, and 5A grants tax terms once presence becomes real, while Greek real estate is a qualifying investment for both. A single €500,000+ deed therefore buys residency immediately and holds a 15-year tax shield in reserve.

The asymmetry is the strategy. Residency is cheap to hold and instant to use; the tax election is expensive to hold and only valuable once foreign income and physical presence both point at Greece. Owning the first while reserving the second costs nothing beyond the deed you were buying anyway.

Which Deed Carries Both Files at Once?

An €800,000 prime-tier deed is the clean answer: it clears the Golden Visa floor for Attica, Thessaloniki, Mykonos, Santorini and the large islands, exceeds the 5A €500,000 test by €300,000, and needs only the 120 m² certified area to be watertight. Regional buyers have two cheaper structures.

StructureGolden Visa5A testAll-in outlay
€800,000 Attica deed, 120 m²+Yes, prime tierYes, exceeded~€856,000 to €880,000
€500,000 regional deed, 120 m²+Yes, above €400K floorYes, exactly~€535,000 to €550,000
€400,000 regional deed + €100,000 Greek securitiesYesYes, combined~€530,000 to €545,000
€400,000 regional deed aloneYesNo, €100,000 short~€430,000 to €440,000

The overlooked middle row is often the best value: a €500,000 Chania or Peloponnese villa clears both tests with one title, buys 200 m²+ of certified area at regional prices, and leaves €300,000 unspent against the Attica route. Execution details are the standard ones, the 120 m² rule on the engineer’s certificate and the banking trail into a Greek account in your own name, which 5A will reuse as its proof of funds.

How Should the Two Applications Be Sequenced?

The correct order is property and Golden Visa first, with the 5A election filed only in the year relocation becomes real, by 31 March of that year. The visa file has no deadline pressure beyond the 60-day post-registration window, while 5A runs on a hard annual calendar and burns €100,000 for any year elected but not lived.

  1. Year 0: buy the qualifying deed, wire through the documented Greek-account trail, register at the cadastre.
  2. Year 0 to 1: file the Golden Visa within 60 days of registration; biometrics; permit in 8 to 14 months of Ministry queue.
  3. Years 1 to n: hold the permit, visit freely, stay under 183 days, remain tax-resident elsewhere.
  4. Decision year: by 31 March, elect 5A with the bank certificate; move the centre of life to Greece; pay by end of July.
  5. Years n+1 to n+15: renew the visa every 5 years; pay the flat tax every July; the two files run in parallel.

The reverse order fails quietly and expensively. Electing 5A before genuinely moving buys a tax regime you cannot use, €100,000 spent to shield income Greece was not going to tax anyway, while moving before electing exposes a full year of worldwide income to the ordinary scale at up to 44%, a seven-figure error for a founder in an exit year, all for want of one form filed by 31 March. The sequencing rule also protects the visa side: the Golden Visa file needs the deed registered and lodged within 60 days of cadastral registration, a clock that runs regardless of any tax planning, so the property closing drives the immigration calendar while your relocation decision, and only that, drives the tax one. Two calendars, one asset, no forced coupling: that is the whole design.

What Is the 183-Day Pivot, and Why Does It Matter?

The pivot is the single day on which the strategy turns: under 183 days a year in Greece, and with your vital interests abroad, you owe Greece nothing on foreign income; over it, you are resident and every foreign euro is in scope, either at the ordinary scale or at 5A’s flat rate. The Golden Visa lets you choose that day.

Around 27,786 investors held active Greek Golden Visa permits in December 2025, most of them spending fewer than 183 days a year in Greece, and the great majority use exactly this position: permit in hand, days counted, tax residence retained in the UAE, the UK or elsewhere. For them the combined play is an unexercised option. The moment circumstances change, a UK budget, a family decision, a sale of the business, the holder can convert presence into residence on a chosen date, with 5A filed ahead of it, rather than being forced through a border-driven tax event. Counting is real, however: Schengen entry stamps and the EES system document presence. Three clocks tick independently:

  • Permit validity: 5 years, renewable, zero stay required.
  • Schengen elsewhere: 90 days in any rolling 180.
  • Greek tax residence: 183 days, or centre of vital interests.

The stay-rules guide covers how the three interact without merging.

What Does the Combined Play Cost a Family Per Year?

After the purchase, the combined play costs a relocated family of four about €162,000 to €167,000 a year all-in: €160,000 of flat tax, €2,000 to €5,000 of ENFIA on an €800,000 asset, and five-yearly renewal fees near €2,000 per adult, with any Greek-source income taxed on top at ordinary rates.

Cost lineAmountFrequency
5A flat tax, principal€100,000Annual, by end July
5A flat tax, 3 family members€60,000Annual
ENFIA on €800,000 Attica asset€2,000 to €5,000Annual
Golden Visa renewal, 2 adults~€4,000Every 5 years
Greek rental tax, if the asset is let at €40,000/yr~€13,000Annual, ordinary scale
Accountant, both files€2,000 to €4,000Annual

Against that stack, the family shields unlimited foreign income: at €1 million a year the ordinary 2026 scale would take roughly €435,000, so the structure saves about €270,000 annually before the inheritance exemption is priced. Below roughly €230,000 of foreign income the arithmetic inverts and the family should hold the visa but skip the election, using the reformed ordinary scale instead.

Where Do Pensioners Fit: The 7% Alternative to 5A?

Retirees have a cheaper pairing: Article 5B taxes all foreign income of a relocating foreign pensioner at a flat 7% for 15 years, with no €500,000 investment test at all, so a pensioner couple can run the Golden Visa for residence and 5B for tax on two entirely separate tracks.

Flat charge€100,000/yr7% of foreign income
Investment test€500,000None
Who qualifiesAnyone passing 7-of-8Foreign pension recipients

Duration15 years15 years

The 5B conditions are lighter but real: the pension must arise abroad, the applicant must not have been Greek tax resident in 5 of the past 6 years, and the move must come from a state with a tax cooperation agreement with Greece. On €60,000 of foreign pension and investment income, 5B costs €4,200 a year against the ordinary scale’s roughly €15,000, and against 5A’s pointless €100,000. A retired couple buying a €400,000 Cretan villa therefore takes the visa on the deed, elects 5B rather than 5A, and keeps the entire €100,000 difference: the combined play is not one structure but a menu, and the pension aisle is the cheapest in it.

What Are the Advantages and Disadvantages of Combining the Two?

The advantages of the combined structure are option value and asset reuse: one deed of €500,000 or more, immediate residency, a tax shield exercisable in any later year, and an inheritance exemption on foreign estates. The disadvantages are concentration and calendars: one asset anchors two statuses, and each regime enforces its own deadlines and bans independently.

Advantages

  • One €500,000+ deed satisfies both investment tests; no second capital raise.
  • Zero-stay visa preserves your current tax residence until you choose otherwise.
  • 5A caps foreign income tax at €100,000 against a 44% top band, break-even near €230,000.
  • Foreign estates pass Greek-tax-free during the regime, on top of visa-side family inclusion.
  • Both files reuse the same Circular 1/2026 banking evidence, one documented trail.

Disadvantages

  • Selling the deed can now collapse two statuses at once, visa and 5A, if not replaced in time.
  • The Golden Visa’s short-term rental ban still binds the asset; rent is long-lease only, taxed at up to 45%.
  • 5A expires at year 15; the visa does not, leaving a tax cliff to plan for.
  • US citizens gain little: citizenship-based taxation continues regardless of Greek elections.
  • Two authorities, two calendars: Ministry of Migration for renewals, AADE every 31 March and July.

What Are the Risks and Red Flags in the Combined Structure?

The structure’s real risks are correlation risks: events that would dent one regime alone can now hit both files at once. Four deserve pricing before the deed is signed, and all four are manageable with day-counting discipline, sequencing, and written advice from both an immigration lawyer and a tax adviser taken before the €500,000 moves.

  • Single-asset dependency. A forced sale, fire or title defect threatens visa and 5A together. Replace any disposal within 6 months for 5A and before renewal for the visa; insure accordingly.
  • Accidental residence. Drifting over 183 days before electing 5A puts a full year of worldwide income on the ordinary scale. Count days deliberately; elect first, move second.
  • Departure-country friction. Exit taxes and trailing-residence rules, the UK’s temporary non-residence provisions among them, can claw back gains realised soon after leaving. Take home-country advice before the pivot year.
  • Regime change. 5A’s terms have held since 2019 and Italy doubled its price in 2024; a future Greek government could reprice too. Elections already granted run on their terms, which argues for securing the option early and exercising deliberately.

Which Scenario Is the Combined Play Built For?

The structure is built for the buyer whose income is abroad and whose future address is flexible: the pre-exit founder, the displaced UK non-dom, and the Gulf family hedging a return to Europe. It is wasted on anyone who will never move, and insufficient alone for anyone taxed by citizenship.

  • Income abroad, address flexible: the structure fits.
  • Income already Greek, or never moving: visa only, skip 5A.
  • Taxed by citizenship (US): the shield barely helps.

The pre-exit founder. Sale expected in 2 to 4 years; foreign income will jump from modest to millions. Buy €800,000 in Attica now, hold the visa, elect 5A in the exit year: the gain lands under a €100,000 flat charge rather than a 44% scale, perfectly timed by a form filed before 31 March.

The displaced UK non-dom. Regime gone since April 2025, income of €800,000 a year continuing. Elect immediately: Greece at €100,000 beats Italy at €200,000 for the same shield, and the deed doubles as the family’s Schengen base with both sets of parents included on the visa side.

The Gulf-based family. No urgency while income is untaxed at source; the play is optionality. Hold the visa on a €500,000 regional villa, count days, and keep 5A in reserve against the year the family, or the tax weather, moves toward Europe.

Frequently Asked Questions

Yes, if the deed is at least €500,000. Greek real estate is a qualifying investment for both Law 5100/2024 residency and the Article 5A flat-tax election, so an €800,000 Attica or prime-tier deed satisfies the Golden Visa threshold and the 5A €500,000 test with one asset. A €400,000 regional deed carries the visa but needs €100,000 of further qualifying investment for 5A.

No. The Golden Visa grants the right to reside with zero minimum stay; tax residence attaches only when Greece becomes your centre of vital interests or you exceed 183 days in a year. That separation is the strategy's engine: you can hold the permit for years as a non-resident, then elect 5A in the year you actually move.

Property and Golden Visa first, 5A second. Buy the qualifying deed, complete the residency file, and only file the 5A election, by 31 March of the intended first tax year, once you have decided to genuinely relocate. Filing 5A while remaining abroad wastes flat tax; relocating without 5A exposes worldwide income to the 9% to 44% scale.

After the one-off property purchase, roughly €160,000 a year in flat tax, €100,000 for the principal and €20,000 for each of three family members inside 5A, plus ENFIA of about €2,000 to €5,000 on an €800,000 asset and ordinary Greek tax on any Greek-source income. Golden Visa renewals add about €2,000 per adult every five years.

Yes. Rental income from the Greek asset is Greek-source, so it sits outside the 5A flat tax and is taxed at 15% to 45% on gross rent less the flat 5% deduction. The short-term rental ban on Golden Visa assets also applies for the permit's life, so the compliant model is a long lease at the 2026 scale.

The 5A shield ends and worldwide income becomes taxable under the ordinary scale, currently 9% to 44%. The Golden Visa, by contrast, renews every five years indefinitely while the investment is held. Most combined-play holders plan either naturalisation, seven years of genuine residence, or a residence exit before year 15.
