Quick answer: the Greek purchase process did not change in 2026. The numbers attached to it did. The rental income scale moved on 1 January, the Ministry issued Circular 1/2026 on how the Golden Visa thresholds are applied, the new-build VAT position continued to differ from the resale position, and Athens tightened short-term rental rules. This page is the dated log, with each item linking to the guide that holds it in full.

Why this page is a log rather than an article

Search demand around Greek property news is largely a recency question: people want to know whether what they read last month still holds. A single explanatory article cannot answer that, and a site that keeps rewriting one page loses the record of what changed and when.

So this is a log. Each entry says what moved, when, and which guide carries the detail. Nothing here restates a guide at length, because duplicating them would make both worse.

1 January 2026, the rental income scale

Law 5246/2025 changed the bands an individual landlord pays on gross rent, and inserted a new band in the middle of the range. Income that previously sat in a lower band moved up. The deduction position did not change and remains the harsher half: only a flat allowance for repairs may be set against gross rent, with nothing for management, insurance or finance costs.

Who this affects: anyone letting a Greek property as an individual, whether resident or not. Anyone whose yield model was built before 2026 is working from the wrong scale.

22 April 2026, Circular 1/2026 on the Golden Visa

The Ministry of Migration and Asylum published the circular that operationalises the thresholds set by Law 5100/2024. The law had set the tiers; the circular set out how they are applied in practice, including the treatment of the single-property and usable-area conditions and the money-movement requirements.

Who this affects: anyone with a Golden Visa file in progress, and anyone shortlisting property against a threshold. The circular is the document a Ministry officer reads, which makes it more operationally important than the law it implements.

Through 2026, new-build VAT

The suspension affecting VAT on first sales by developers continued to shape how a new-build purchase is taxed compared with a resale. The two routes are taxed under different regimes, and on the same headline price that produces materially different sums.

Who this affects: anyone comparing an off-plan or newly completed property against an equivalent resale. The tax question belongs in the comparison before a reservation rather than at the notary.

Through 2026, short-term rental restrictions in Athens

Restrictions on new short-term rental registrations in parts of central Athens tightened. This sits alongside the separate and unrelated rule that a Golden Visa qualifying property may not be let short-term at all, for the life of the permit.

Who this affects: anyone buying in central Athens with a short-let model in mind, and separately anyone whose purchase doubles as a residence application.

Detail: the Athens short-term rental moratorium.

What did not change

Worth stating, because it is the part guides get right for years and readers assume is volatile.

The purchase mechanics are the same: a Greek tax number and a bank account first, a lawyer acting for you and a notary acting for neither party, a civil engineer certifying the building’s legality, a notarial preliminary agreement, a final deed and registration at the cadastre. Foreign buyers still hold the same freehold interest as Greek nationals, and border zone consent still applies to non-EU buyers in designated areas.

If a guide describes that sequence correctly, its age does not make it wrong. If it quotes a rate, a band or a threshold, check the date on it.

The last row deserves the caution. Portal averages are asking prices from live listings and central bank indices measure recorded transactions. Both are useful and they answer different questions, which is why a figure quoted without its source status is worth very little.

Frequently Asked Questions

Four things, and none of them altered the purchase process itself. The rental income scale moved on 1 January 2026 under Law 5246/2025, inserting a new band. Circular 1/2026 set out how the Ministry applies the Golden Visa thresholds from Law 5100/2024. The new-build VAT suspension continued to make first sales by developers taxable differently from resales. And short-term rental restrictions in parts of central Athens tightened. Each has its own guide on this site.

Three primary sources cover nearly everything. The Government Gazette publishes the laws. The Ministry of Migration and Asylum publishes Golden Visa circulars and permit statistics, and the circulars matter operationally because they are what a case officer reads. The Bank of Greece publishes residential property price indices quarterly. Commercial portals publish asking prices, which compare places usefully but are not the same measure as a transaction index.

The framework is stable and the parameters are not. The notarial deed, the engineer's legality certificate and cadastre registration have not changed in years, and border zone consent still applies to non-EU buyers in designated areas. What moves is the numbers: tax bands, Golden Visa thresholds, VAT treatment of new build, short-term rental rules. A guide from three years ago is likely correct on process and wrong on every figure.

They are separate rules that happen to point the same way. The Athens restrictions apply geographically to new short-term rental registrations in parts of the centre, regardless of who owns the property or why. The Golden Visa letting restriction applies to any qualifying property anywhere in Greece for the life of the permit, allowing only leases of twelve months or longer. A central Athens Golden Visa property is caught by both.
